Mattress Fire Safety And Chemical Rules: What Each Market Requires Before You Ship

发布于: 3 10 月, 2026 | 作者: | 分类: Compliance & Certification

A mattress can pass every comfort test you care about and still be stopped before it reaches a customer. Fire safety and chemical rules are set by the destination market, they differ from country to country, and the responsibility for meeting them usually sits with the brand or importer rather than the factory. This guide sets out what the main export markets expect and what you should hold before the container is booked.

This article is a practical overview from a manufacturer’s perspective, not legal advice. Requirements change, so confirm current rules with the relevant authority or an accredited testing laboratory in your market.

The Real Problem

Why Compliance Is The Buyer’s Risk

Factories make and test mattresses. Importers place them on the market. In most markets, the business that brings a product to market is answerable for whether it complies. That means a missing test report or an incorrect label is not the factory’s problem at the border. It is yours.

If OverlookedA non-compliant shipment can be held, relabeled at your cost, re-exported or destroyed. Even when nothing happens at the border, a retailer or online marketplace can delist a product the moment it asks for a test report you cannot produce.

United States

Two Federal Flammability Standards

The U.S. Consumer Product Safety Commission states that mattresses and mattress sets must comply with two federal standards: 16 CFR Part 1632, which addresses smoldering ignition such as a lit cigarette, and 16 CFR Part 1633, which addresses open flame (CPSC business guidance).

Two practical points matter for buyers. First, compliance is tied to the construction. A test covering one combination of fabric, foam, fire barrier and springs does not automatically cover a modified version, so changing a layer to save cost can mean the existing report no longer applies. Second, U.S. rules include labeling requirements, so labels belong on your specification from the start, not in the final week before shipping.

United Kingdom

The Furniture And Furnishings Fire Safety Regulations

In the UK, mattresses fall under the Furniture and Furnishings (Fire) (Safety) Regulations 1988, and are commonly tested to BS 7177, which assesses resistance to ignition.

The rules have recently changed. The Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025 came into force on 30 October 2025. Among other changes, they removed the display label requirement while keeping permanent labeling obligations, and excluded mattresses for babies and children below a set size. If your UK labels or test files were prepared before the amendment, review them with your testing laboratory.

European Union

Fire Standards And Chemical Restrictions

The EU does not apply a single mandatory mattress fire test in the way the United States does. Products must be safe under general product safety rules, and the European standards EN 597-1 (smouldering cigarette) and EN 597-2 (match flame equivalent) are widely used to assess mattress ignitability. Expectations can differ between member states and between retail and hotel channels, so confirm what your customers specify.

Separately, REACH restricts hazardous chemical substances in products sold in the EU, which for mattresses covers materials such as foams, fabrics and adhesives. Fire safety and chemical safety are two different questions, and an EU buyer needs an answer to both.

Other Markets

Australia, the Middle East and other regions each have their own requirements, and some large retailers apply standards stricter than the law. Treat each destination as a separate question and confirm it before production, not after.

Your Checklist

What To Ask Your Factory For

  • Test reports that name the exact construction you are buying, not a similar model
  • Confirmation of which components are fixed for compliance, so they cannot change between sampling and bulk production
  • Label drafts approved before production, for every destination market
  • Chemical compliance documents such as REACH if you sell in the EU
  • A clear answer on who arranges and pays for new testing if you change the construction

Several KaneMan models, including the KMF2315, carry CFR 1633, BS 7177 and REACH documentation. Before any order we confirm which reports apply to the exact model and destination, so the question is answered while it is still inexpensive to answer. Compliance also shapes your specification, so settle it alongside the rest of your private label spec sheet.

Frequently Asked Questions

What fire standards apply to mattresses sold in the United States?

The CPSC states that mattresses and mattress sets must comply with 16 CFR Part 1632, which covers smoldering ignition, and 16 CFR Part 1633, which covers open flame.

What fire safety standard is used for mattresses in the UK?

Mattresses fall under the Furniture and Furnishings (Fire) (Safety) Regulations 1988, as amended in 2025, and are commonly tested to BS 7177.

Does a test report for one mattress cover a modified version?

Not automatically. Compliance is tied to the tested construction, so changing materials or components can mean new testing is needed. Confirm with your testing laboratory.

Is REACH a fire safety standard?

No. REACH restricts hazardous chemical substances in products sold in the EU. Fire safety is assessed separately, commonly with EN 597-1 and EN 597-2.

Who is responsible for mattress compliance, the factory or the importer?

In most markets the business that places the product on the market, usually the brand or importer, is answerable for compliance, so buyers should hold the relevant test reports before shipping.
